Negative active ingredients for TMHS

ASEAN has created a Negative List for TMHS, which contains the list of active substances that are prohibited from being used in or being part of the composition of TM and/or HS products.

Restrictive active ingredients

The ‘Guiding Principles for Inclusion of Active Substances into the Restricted List for TMHS’ contains the list of active substances with safety concerns that have undergone safety assessment and that are allowed for use in a TM and/or HS product subject to specific restrictions/conditions.

The list should only include substances which, when administered beyond a certain limit, or when used outside the stipulated conditions, have been demonstrated/documented to be capable of causing harm to human health.

The corresponding restricted list should only include substances that are restricted for use in a TMHS product.
